Attaches the Reclazz hot-reload agent to a project's run and test JVMs.

Applying the plugin is enough for a Spring Boot project: bootRun and the test tasks start with -javaagent:reclazz-agent.jar=platform=spring,watchDirs=<main output>, so an edit and a build are picked up in place with no restart and no hand-written flag. The reclazz extension overrides any of it.
