Registers the generateGithubDependencyMetadata task and wires it ahead of processResources so every jar built by this project embeds the metadata that Releases.declaredDependencies(java.io.File) later reads back.

Parameters:

project - the project to register the task on; a no-op unless the java plugin is applied.

logger - receives diagnostic output.
