Registers the publishGithub task, which creates (or reuses) a GitHub release for the project's version and uploads its configured jar(s) to it.

Parameters:

project - the project the task is registered on and whose version/jars are published.

logger - receives diagnostic output.

publishExtension - the extension supplying the release owner/repo/tag/artifacts.

repositories - the client used to resolve the owner/repo from the git remote when not configured explicitly.

publishing - the client used to create the release and upload assets.
