Adds the Maven repositories needed to resolve Spring dependencies, in this order:

1. mavenLocal, when forceMavenRepositories contains local
2. Maven Central
3. the release train repository, when RELEASE_TRAIN_MAVEN_REPOSITORY_URL is set
4. the Spring snapshot, milestone and release repositories
5. the repositories for a non-OSS releaseChannel

Repositories are added after the project is evaluated.
