AlignmentService.Manipulator that changes the versions of aligned dependencies.

The implementation stores the configuration and current projects and uses those parsing out the dependencyOverride to check if a dependency matches. If so, the map's value is used as the new version (which may be empty, functioning as an exclusion)

Global module selectors (@*) are applied before scoped selectors so that a global rule dominates when both a global and a specific rule match the same dependency. Response.matchingProjectRef() returns the first matching key from the per-project LinkedHashMap, so insertion order determines precedence: global (wildcard) keys are inserted first.
