Copies the Jenkins plugin (.hpi/.jpi) dependencies resolved on the test classpath into the test-dependencies layout that jenkins-test-harness's UnitTestSupportingPluginManager reads at runtime: a test-dependencies/index file listing one plugin short name per line, alongside a <shortName>.jpi file for each.
