The plugin probably cannot be enabled or disabled without an IDE restart.

The IntelliJ Plugin Verifier reports the dynamic plugin eligibility status only to the plain console output; it neither persists it into the report files nor emits it as a TeamCity service message. This category therefore cannot be detected when teamCityOutputFormat is enabled, and — since it is also part of ALL — combining teamCityOutputFormat = true with a failure level containing this value (including ALL) fails the task fast rather than passing silently.
